Adoption specialist Naomi Angell, gives evidence to the House of Lords 13 Aug 2019
Naomi Angell, head of Osbornes adoption team gave evidence on 16th October 2012 to the House of Lords Select Committee on Adoption Legislation on changes needed to law and practice on intercountry adoption.
The changes called for included the giving of parental responsibility to adopters whose foreign adoptions as are not recognised in this country and who need to re-adopt or complete their foreign adoption in the English courts. Currently no-one has parental responsibility for these children from the time they enter this country with their adopters until the English courts make an adoption order, which can be for a year or more. Without parental responsibility no one has the legal right in this country, to consent to elective medical treatment for the child or make any of the important decisions about a child’s life that a parent needs to do.
Foreign countries such as Russia, the country from which most British based families are currently adopting, are very concerned at this legal vacumn and the consequent lack of safeguarding for their adopted children.
