Head of adoption, Naomi Angell, comments on fall in number of adoptions

Martin Narey, the Government adoption tzar, announced, today the issue of emergency guidance to local authorities in the wake of the fall in numbers of children being approved for adoption by adoption agencies, following a number of high profile Court of Appeal judgments.

Naomi Angell, head of Osbornes adoption team comments “Adoption agencies have panicked about these Court of Appeal decisions Their misunderstanding is that every possible alternative to adoption must be minutely considered before a placement order can be made freeing a child for adoption. The Court of Appeal decisions have not changed the law. They are just saying that adoption is a very far reaching order and that there must be a proper analysis by local authorities as to whether adoption is the right future for a child or whether there is a realistic alternative, such as a permanent placement with another family member.”

Naomi adds that “There are undoubtedly extra complications in adoption cases by the increase in birth parents seeking permission from the court to oppose adoption applications . However as much as anything this is because the 26 week time limit, within which the law says care proceedings should be completed, gives birth parents little time to reflect or come to terms with the loss of their child or accepting that they are unable themselves to care for them.”
