The London Borough of Newham has become the first local authority in England and Wales to introduce compulsory system of landlord registration. Scotland already have this system and Wales are considering introducing it. In England and it has been left up to the individual local authorities to decide.
Landlords in Newham will now have to be registered disclosing criminal convictions and ensuring their properties meet health and safety standards failing which they may be fined up to £20,000. It is a way of dealing with rogue landlords who force tenants to live in unacceptable properties for substantial sums of money. It is thought that other local authorities will follow suit but many have argued that there are already ways of dealing with the problem within the current legislation and this will simply lead to increased bureaucracy.
Newham has a history of tenants being charged substantial sums to live in unacceptable homes the council has previously described as ‘slums’. Tenants face a wide variety of problems, from dangerous wiring and gas appliances to infestations and overcrowding.
Russell Moffatt, Newham Council’s private housing manager, says of those who get licences:
“I’m sure they will never hear from us. But those that don’t… tend to be the ones that have the poorest properties. We will be knocking on their doors,”
